From personal experience with Herbalife, which has been collecting sales tax for years and remitting it to the individual states, and from personal experience as a business in NY State where I am required to collect sales tax for all purchases I ship to NY State addresses, here is what has been happening to me on eBay BEFORE they implement this:

When I collect sales tax for a NY shipped sale - they charge me the regular Final Value Fee for the cost of the item, not including sales tax.

I have created a Sales Tax chart on my account which shows them to charge a specific amount of sales tax for NY sales. I would expect that a sales tax chart will be created by eBay to reflect the states THEY will be charging customers sales tax for.

With the Global Shipping Program, the invoice is created by eBay and the extra charges for shipping and customs are added by them, collected by them and I never receive any of that money in my account. They handle it all in the background, but it DOES appear on the invoice for the customer to know what they are paying. I expect the same to be created for the new sales taxes. The invoice will reflect the sales tax, but we will only get the payment for the item.

I have been doing this for years, and it is not as dire as they make it out to be. Personally, I have felt they should have implemented this years ago.

IT WILL BE APPLIED TO ALL EBAY SALES IN THE REQUIRED STATES - NOT JUST PEOPLE WITH STORES
