It's gotta be one of the worst "Strike pressings" that I've seen... It also could be a case of die erosion from too much use!
When working in a rolling mill they would get lazy and not change the work rolls (Rolls that come in contact with the sheet being rolled), the result would be "no texture" imparted to the rolled sheet. Also causes many other surface anomalies.
