Thanks everyone for your input. What I have is the center slug of a $10 limited edition strike. The brass outer ring is where the .999 silver is indicated, but my outer ring is missing. I've seen people do this at coin shows where they'll offer the inserts as silver bullion. I think that is what happened here. Does that make sense?
