seller has under 100 feedback they CAN'T collect your paypal
UNLESS you leave them positive feedback..
i had a seller inform me of this so i called FEE-BAY
any yes it is true reason is to prevent FRAUD ..
so if buying from a new buyer with a zero or any thing under 100
if you don't leave +++++++++++ feedback seller lost there item!
